I don't know what it means, but it is pretty funny sounding.

Actually, I imagine a snart (which should also totally be a verb) is a measurement of the ridiculousness of any given situation.

So then "to snart" would be to add that measurement of ridiculousness to any given situation, that is, to make any situation utterly absurd.
